Job Overview
We are seeking a high-caliber, dynamic, and strategically minded State Head for Bihar. As the highest ranking executive in the state, you will be the custodian of our brand, operations, and government relationships across Bihar.
The ideal candidate will possess a powerful blend of operational excellence and exceptional political/bureaucratic acumen. You will serve as the primary architect for building and maintaining deep government tie-ups and liaisoning, while seamlessly managing the day-to-day end-to-end operations of the entire state. Furthermore, you will be the ultimate Point of Contact (PoC) for all high-profile delegation visits, VVIP movements, and critical state-level interventions.
Key Responsibilities
1. Government Liaisoning & Strategic Tie-ups
- Bureaucratic & Political Networking: Cultivate, nurture, and leverage deep relationships with key state government officials, Bureaucrats (IAS/IPS), Secretariat staff, and local municipal bodies to advance organizational objectives.
- Policy & Compliance Advocacy: Track state policy changes, identify risks or strategic opportunities, and align organizational operations to comply with Bihar state regulations.
- MOU & Contract Management: Drive public-private partnerships, secure necessary state approvals, and oversee the successful signing and execution of government contracts/MOUs.
2. End-to-End State Operations
- Operational Leadership: Provide strategic direction to the entire state team, ensuring all operational metrics, project deadlines, and quality standards are consistently met.
- Risk Management & Problem Solving: Act as the first line of defense for any local crises, labor/vendor disputes, or operational bottlenecks, resolving issues swiftly to minimize disruption.
3. VVIP Management & Point of Contact (PoC)
- High-Profile Visits: Serve as the central PoC for all corporate, board-level, and international delegation visits to Bihar.
- Protocol & Coordination: Seamlessly manage local hospitality, security coordination, and itinerary planning for VVIP visits, ensuring flawless execution that aligns with state protocols.
- Public Relations: Act as the face of the organization for state-level media, PR crises, and major industry forums in Bihar.
4. Team Leadership & Capacity Building
- Talent Management: Mentor, coach, and scale a high-performing local team across operations, administration, and ground-level execution.
- Cross-Functional Alignment: Collaborate closely with Central/National teams (Legal, HR, Finance) to ensure state operations remain aligned with macro corporate policies.
Required Qualifications & Skills
- Education: Post-Graduate Degree (MBA, Master’s in Public Policy, Public Administration, or related fields) from a reputable institution.
- Experience: 12–15+ years of experience, with at least 5 years in a leadership role (State Head, Regional Manager, or senior Liaisoning role) specifically within the state of Bihar.
- Regional Nuance: Deep, intrinsic understanding of Bihar’s socioeconomic, political, and cultural landscape. Fluency in Hindi is mandatory; knowledge of local dialects (Bhojpuri, Maithili, Magahi) is highly advantageous.
- Liaison Track Record: Proven history of dealing directly with state-level ministries, secretariats, and regulatory bodies with a track record of successfully unlocking bureaucratic bottlenecks.
- Communication & Demeanor: Executive-level presence, impeccable negotiation skills, and a calm-under-pressure attitude suitable for handling high-stakes VVIP visits.
